[Job-Vacancy] Procurement of Services (PS)/Grants Manager

Chemonics International Inc., a leading international consulting firm, seeks to fill the following long-term, full-time position for a project funded by the U.S. Agency for International Development (USAID), Indonesia Changes for Justice (C4J). The primary objective of the C4J project is to improve the performance of Indonesia's justice system, a prerequisite for good governance and sustained economic growth, through cooperation with the Supreme Court and Attorney General's Office (AGO) of the Republic of Indonesia.

 

Technical Position:Procurement of Services (PS)/Grants Manager:

The PS/Grants Manager is responsible for overseeing management of all procurement for services through subcontracts and grants awarded by the C4J project, ensuring they are in compliance with both USAID regulations and the contract signed by USAID and Chemonics. The PS/Grants Manager will also ensure that procurement for servicesand grant awardscomply with all regulatory requirements (e.g., ADS, CFR, and OMB),andthat subcontractors and awardees deliver their services or implement their programsin a satisfactory and professional manner. This position requires the PS/Grants Manager to lead the procurement process and grant award process, provide guidance on appropriate procurement practices associated with competitive RFPs and RFAs, evaluation criteria, and evaluation of committee notes, etc. Other responsibilities include performing pre-award assessments to determine applicant management and technical capacities to administer grant and subcontract awards, andliaising with other C4J staff and supervise grant recipients and subcontract awardees. The PS/ Grants Manager should have a minimum of 10 years of professional experience, including project management experience in procurement for servicesand grants management. Experience managing fixed price subcontracts and fixed price services agreements is strongly preferred. Particular experience in collaborating with non-governmental organizations and government ministries on transparency issues, international standards and sustainable development is preferred.

 

Qualifications:Prior experience with technical assistance projects and work with donor-funded projects is preferred; experience with procurement for services required; written and verbal fluency in English and Bahasa Indonesia is a prerequisite;Indonesian citizenship is required;strong interpersonal and communication skills are required; and demonstrated skills with software packages such as Word, Excel and PowerPoint are required.
